Like say I have Emerald in one DS and Ruby in another DS- can I trade like that- or do I have to use a Link Cable with 2 GBA/SP s?

I beat Fire Red and have the Sapphire and Ruby. If I get Emerald- do I have to beat the elite 4 in Emerald to trade? Or what do I have to do in Emerald to trade?
It won t let me trade in the first Pokemon centre in Emerald. The lady says: "We re not set up to conduct trades with trainers far away in other region yet.." So does this mean that I need the national dex? And is the national dex after I get the 8th badge or after the elite 4?
